TOPEKA, Kan. — A man identified in Shawnee County booking records as being arrested on felony domestic violence charges this week also appears in City of Topeka salary records as a current or recent employee of the Topeka Correctional Facility.
According to jail records, Jose Rodolfo Rocha, born Oct. 25, 1993, was booked into the Shawnee County Jail at approximately 1:05 a.m. on May 13, 2026. He was released later that same day at 3:00 p.m.

The listed charges include:
- Aggravated domestic battery involving choking or strangulation involving a family or dating relationship
- Domestic battery with bodily harm involving a family or dating relationship, listed as a second offense within five years
- Criminal restraint
The booking report shows bond amounts listed at $7,500 for each charge category.

What immediately drew attention, however, is that City of Topeka compensation records appear to show a Jose Rodolfo Rocha employed as a Corrections Supervisor at the Topeka Correctional Facility as recently as 2025.
That detail raises obvious public interest questions considering the nature of the allegations and the role involved. Corrections supervisors are tasked with overseeing inmates, maintaining order inside detention facilities, and operating within systems that routinely deal with domestic violence offenders.

The booking information also appears to indicate the domestic battery allegation may not have been treated as a first-time offense, with one charge specifically referencing a prior domestic battery conviction or qualifying prior offense within the statutory time frame.
As of publication, no formal statement has been released by the City of Topeka or the Topeka Correctional Facility regarding Rocha’s employment status or whether he remains employed following the arrest.
Under Kansas law, criminal charges are allegations, and defendants are presumed innocent unless and until proven guilty in court.
Rocha’s next listed court appearance is scheduled for July 30, 2026.
