TOPEKA, KS — A known registered sex offender with a prior conviction involving a child as young as three years old was arrested again Monday morning in Topeka. Douglas Wayne Hupp, 75, was booked into the Shawnee County Adult Detention Center on June 2, 2025, at 9:55 a.m. with no bond.
Hupp, who is already listed in the Kansas offender registry, is now facing new charges of Aggravated Indecent Liberties with a Child — Fondling A, a severe felony offense in Kansas. The charge mirrors his prior conviction, where records show Hupp was found guilty in 1998 of fondling/touching a child under 14 years old in Wichita, Sedgwick County. The victim in that case was just 3 years old at the time.

In addition to the new felony charge, Hupp is also being held on a parole violation detainer by the Kansas Department of Corrections.
At the time of publishing, no bond had been set and no court date had been listed in public records. The arresting agency is listed as KS0890100, which corresponds to the Shawnee County Sheriff’s Office.

Public Concern Grows
Hupp’s re-arrest is likely to reignite concerns in Topeka and beyond about repeat offenders and oversight of parolees convicted of crimes against children. His previous conviction under Kansas Statute 21-3504(a)(3)(A2) marked him as a high-risk individual for reoffending.
