A 54-year-old man booked into the Shawnee County Department of Corrections this week is also being held at the request of U.S. Immigration and Customs Enforcement (ICE), according to jail records.
Victor Hugo Ramirez, born May 28, 1972, was booked at approximately 5:00 a.m. on July 7 on multiple alleged offenses, including:

- Possession of an opiate, opium, narcotic, or certain stimulant
- Possession of drug paraphernalia with intent to use it to introduce drugs into the human body
- Transporting an open container of liquor
The criminal charges are associated with Shawnee County case 2026-20339. Court records show Ramirez is scheduled to appear in court at 1:30 p.m. on Aug. 20, 2026. Each of the criminal counts carries a $2,500 C/PS bond.

In addition to the state criminal allegations, jail records indicate Ramirez is being held under a “Hold for Immigration and Customs Enforcement,” commonly referred to as an ICE detainer. The federal hold carries no bond, meaning the detainer requests that local authorities notify ICE before releasing the inmate so federal immigration officials can determine whether to assume custody. An ICE detainer is not, by itself, a determination of immigration status or guilt.
The underlying criminal charges remain allegations. As with all defendants, Ramirez is presumed innocent unless and until proven guilty in court.
