TOPEKA, Kan. — A series of overnight arrests across Shawnee County highlighted what appeared to be another busy night for narcotics enforcement, with multiple people booked on allegations ranging from drug distribution near schools to child endangerment and possession-related offenses. The bookings appear in the Shawnee County Adult Detention Center’s daily report for Aug. 4 and early Aug. 5.

Among the most serious arrests was Kristina Rose Ann North, 35, who was booked Tuesday evening on allegations of distribution of marijuana within 1,000 feet of a school, possession of drug paraphernalia with intent to manufacture or cultivate a controlled substance, use of a communication facility in the commission of a felony drug offense, and child endangerment. Court records show bonds of $100,000 were listed on each of the felony charges.

Earlier in the day, Gregory Phillip Walls, 69, was booked on allegations of distribution of heroin or another narcotic within 1,000 feet of a school and possession of drug paraphernalia with intent to introduce drugs into the human body. His listed bond was $5,000.

Just over an hour later, Michael William Tumey, 47, was arrested on allegations including distribution of opiates or narcotics, drug paraphernalia, marijuana possession, failure to possess a Kansas drug tax stamp, along with several traffic-related offenses including driving while suspended.

Authorities also booked Katherine Louise Carpenter, 67, on allegations of distribution of heroin or another narcotic within 1,000 feet of a school, drug paraphernalia, driving while suspended, and transporting an open container of alcohol.

Not all of the notable arrests were centered solely on narcotics trafficking.

Tifany Erin Vonthaer, 43, was booked Tuesday afternoon on allegations of child endangerment and unlawful abuse of toxic vapors, charges that often involve the inhalation of intoxicating chemicals.

The overnight bookings continue a pattern of significant drug-related arrests appearing in Shawnee County’s daily jail reports in recent months, with investigators regularly making cases involving alleged distribution offenses rather than simple possession.

As with all criminal cases, the charges listed in booking records are allegations only. All defendants are presumed innocent unless and until proven guilty in court. According to the Shawnee County Department of Corrections, booking information reflects initial charges at the time of arrest and may change as cases move through the judicial process.
