TOPEKA, Kan. — A wanted fugitive was taken into custody Wednesday evening after a large law enforcement presence converged on a southwest Topeka hotel, according to the Shawnee County Sheriff’s Office.
Deputies announced Wednesday afternoon that they were at a hotel in the 1400 block of SW Ashworth Place, where they were attempting to take a wanted fugitive into custody. Authorities asked the public to avoid the area while the operation was underway.

At 5:38 p.m. on July 30, the Sheriff’s Office issued a brief update: “Suspect is in custody.”
Shawnee County booking records identify the man booked shortly afterward as Clifford Silas Parsons, 60. Records show Parsons was booked at 5:50 p.m., roughly 12 minutes after the Sheriff’s Office announced the arrest.
According to the booking information, Parsons was being held on allegations of interference with law enforcement involving obstruction or resistance of felony warrant service and criminal trespass. Both of those entries were listed as no-bond holds.
The jail record also lists five holds for another Kansas county, carrying listed bond amounts of $20,000, $150,000, $20,000, $10,000 and $50,000.

At least one of those out-of-county cases appears connected to a serious criminal prosecution in neighboring Osage County.
Court records show Parsons was charged in Osage County District Court in June 2025 with aggravated battery, a severity-level 4 person felony. Prosecutors allege Parsons knowingly caused great bodily harm or disfigurement to Russell Ray Baker during an incident on or about April 12, 2025.
The complaint identifies the case as OS-2025-CR-000103 and lists personnel from the Osage City Police Department, Osage County Sheriff’s Office, Osage County EMS, Stormont Vail Hospital and Lexington Park Health & Rehab of Topeka among potential witnesses.
Under the penalty range stated in the complaint, the aggravated battery charge carries a potential prison sentence ranging from 38 to 172 months, although any eventual sentence would depend on the outcome of the case and applicable Kansas sentencing rules. Parsons is presumed innocent unless and until proven guilty.
It was not immediately clear which warrant prompted Wednesday’s operation at the Topeka hotel or whether the Osage County aggravated battery case was the warrant deputies were specifically attempting to serve.
The Shawnee County Sheriff’s Office has not released additional details about the circumstances surrounding the standoff-like police presence or whether Parsons allegedly resisted deputies before being taken into custody.
