Six Arrests. Child Endangerment Charges. What Was Going On in That House?

Topeka’s latest booking report reads less like a random assortment of bad decisions and more like a group project nobody wants to claim—but everybody clearly participated in.

Let’s just say this up front: when multiple, unrelated bookings all include the same very specific charge—aggravated endangering a child tied to the manufacture or sale of meth or fentanyl—that’s not coincidence. That’s a pattern. And patterns tend to come from proximity.

Same night. Same agency. Overlapping charges. No bond across the board.

You don’t need a conspiracy board with red string to see what’s forming here.

The Common Thread Nobody Wants to Talk About

We’ve got:

  • Ashley Silva — child endangerment tied to meth/fentanyl exposure

  • Ryan Barranco — same charge, plus distribution

  • Amaya King — same charge, plus multiple distribution counts

  • Dustin Paul Smith — the full menu: large-scale distribution, multiple drug classes, plus the same child endangerment count
  • And then your supporting cast—Ortiz and Matthew Smith—stacked with distribution, paraphernalia, and tax stamp violations

Individually? Bad.

Together? That starts to look like a shared environment—or at minimum, a shared operation.

Because here’s the thing about that specific Kansas statute:
You don’t catch an “expose a child to meth/fentanyl manufacturing or sales” charge by accident. That charge implies a child was present where this activity was happening—or being directly impacted by it.

So now the question isn’t just who did what.

It’s:
Where was this happening—and how many people were there?

When “No Bond” Actually Means Something

Every single one of these defendants is sitting on NO BOND.

That’s not routine. That’s the court system quietly saying:

“We’re not comfortable putting any of you back out right now.”

And courts don’t do that lightly—especially not across multiple defendants unless there’s a perceived risk:

  • to the public
  • to witnesses
  • or, most importantly here, to a child

The Part That Should Make You Uncomfortable

This isn’t just another “catch and release” rant.

This is something else.

Because when drug distribution cases overlap with child endangerment at this level, you’re no longer talking about isolated criminal behavior. You’re talking about an environment—a place where:

  • drugs are being moved
  • multiple adults are involved
  • and a child is present enough to trigger felony-level exposure charges

That’s not a one-off mistake.

That’s a situation.

So What Does That Say About Us?

We ask this a lot in Topeka now, and it keeps getting harder to answer:

Are we seeing more of this because:

  • law enforcement is getting better at identifying it,
  • or because it’s happening more often,
  • or because people are getting more comfortable operating like this in the open?

Because none of those answers are great.

But one thing is clear—
this isn’t just a crime story.

It’s a living conditions story.
It’s a community story.
And right now, it’s one that involves at least one kid who didn’t choose any of it.

Final Thought (The One Nobody Wants)

Everybody booked here will get their day in court.

They’ll have attorneys.
They’ll have arguments.
They’ll have explanations.

The kid?

They just had a front-row seat.

And that’s the part of the report you won’t see in the mugshot.
