TOPEKA, Kan. (Nov. 10, 2025) — Another Shawnee County inmate is now being held for federal immigration authorities following a DUI arrest late Saturday evening.
According to booking records, David Isaac Castillo-Garcia, 29, was booked into the Shawnee County Department of Corrections on November 9, 2025, at 7:00 p.m. on multiple charges, including:
- DUI — Too Intoxicated to Safely Operate
- Reckless Driving
- Driving Without Insurance
- Hold for Positive Identification
- Hold for Immigration and Customs Enforcement (ICE)
Castillo-Garcia’s total bond was set at $7,500, though the ICE detainer prevents release regardless of bond status. The booking record lists no release date and notes that the federal hold carries “NO BOND.”
The arrest comes amid a rising number of cases in Topeka where local bookings have resulted in ICE detainers, effectively transferring custody to federal immigration enforcement even when state charges are otherwise bondable.
As with prior incidents, details about the suspect’s immigration status have not been released by local officials. The Shawnee County Department of Corrections has not commented on the nature of coordination with federal authorities, and it remains unclear whether this hold was initiated automatically through the federal Secure Communities program or by direct request from ICE.
