TOPEKA, KS — August 6, 2025 — Topeka voters narrowed the field of mayoral hopefuls from six to two in Tuesday’s primary election, advancing Spencer Duncan and Henry McClure to the general election ballot this November.
Unofficial results from the Shawnee County Election Office show Spencer Duncan, a current city councilman, leading the pack with 4,456 votes (60.2%). Henry McClure, a longtime local businessman and community advocate, secured the second slot with 1,057 votes (14.3%), edging out the remaining four candidates who failed to garner significant voter support.
The primary marked a pivotal moment for Topeka’s future leadership as incumbent Mayor Mike Padilla opted not to seek re-election. With the field now set, the city’s voters will decide on November 4, 2025, whether Topeka’s next mayor will be Duncan, known for his policy-driven approach from his time on the council, or McClure, whose campaign has focused on creative community revitalization efforts.
Low Voter Turnout
Out of 76,379 registered voters, only 7,440 cast ballots, resulting in a voter turnout of approximately 9.7%. While low turnout is typical for August primaries, community leaders expressed concerns about civic engagement as the city faces crucial issues like economic development, housing, and public safety.
The Road Ahead
Both Duncan and McClure will now shift focus to the general election campaign trail. The November race is shaping up to be a contest of styles: Duncan’s structured, policy-heavy agenda versus McClure’s grassroots, hands-on approach to community development.
The general election on November 4, 2025, will decide who becomes Topeka’s next mayor, tasked with leading the city through the next four years of growth and challenge.
