In a unique move to address the critical shortage of child care options in Kansas, Governor Laura Kelly announced a new partnership between the State of Kansas and Blue Cross and Blue Shield of Kansas (BCBSKS) to create a licensed child care center in Topeka. This initiative is designed to serve both state employees and BCBSKS staff, offering a practical solution to a growing need in the community.

“I’m pleased to announce this public-private partnership and to be able to offer increased child care options for our employees,” said Governor Kelly. “Public-private partnerships like this are key to solving child care shortages. I encourage other employers across the state to follow suit and explore innovative ways to expand access to care for their employees.”

The center will be housed in a newly renovated building on the BCBSKS campus, with construction set to begin in the spring of 2025 and an anticipated opening date in late 2026. A groundbreaking event is planned for later this spring, marking a significant milestone in the journey to address child care accessibility.

This collaboration represents a significant financial and organizational commitment. The State of Kansas will contribute $2.5 million in one-time funding, approved by the 2023 Kansas Legislature, to refurbish the facility. BCBSKS will cover the remaining renovation costs, demonstrating a shared dedication to supporting working families. The center will operate as a nonprofit organization overseen by a Board of Directors comprising representatives from both the State and BCBSKS.

Once operational, the center will provide quality child care slots for employees of the State of Kansas and BCBSKS. Individual enrollment costs will be covered by employees, with additional details about accessing these services to be shared in the future.

This partnership underscores the importance of collaboration in tackling statewide challenges. By combining public and private resources, the initiative aims to alleviate the strain on child care in Shawnee County while empowering working parents.

Governor Kelly’s leadership sets a precedent for other businesses and organizations in Kansas, showcasing how innovative partnerships can create meaningful, lasting solutions.
