Meet George Dwayne Huggins — a Topeka man who has been doing a speed-run through the criminal justice system for well over a decade. You might remember his name from 2011, when federal prosecutors charged him with unlawful possession of a firearm after a felony conviction. The Bureau of Alcohol, Tobacco, Firearms and Explosives (the cool-sounding one — ATF) handled the case. Prosecutors said he was already a felon with a gun. The kind of guy judges promise you will definitely learn his lesson this time.

Fast-forward to December 2025 — Huggins is back in the Shawnee County Jail… and the charges aren’t about “just a gun” anymore:

• Murder in the 1st Degree – Unknown Circumstance
• Murder in the 1st Degree – In the Commission of a Felony
• Aggravated Battery – Knowingly Using a Weapon
• Aggravated Robbery – Armed with a Dangerous Weapon
• Bond: NO BOND on all counts

This isn’t a shoplifting charge. This isn’t “oops I shouldn’t have a pistol because of my record.” This is a stack of violent felonies that make your stomach drop.

So what happened between 2011’s “maximum 10 years in federal prison and a $250,000 fine” — and today’s “please don’t put any sharp objects in this man’s cell” status?

Simple: Catch. Release. Repeat.

For anyone keeping score at home, that springy justice system we keep bragging about?

And Topekans are left once again staring at the same question we ask after every violent repeat offender finally hits the headlines:

This 43-year-old was booked on a jaw-dropping list of felonies:

• Aggravated Robbery (armed)
• Aggravated Battery with a Weapon
• Aggravated Intimidation of a Witness
  Fox is being held on $1 million total bond and also has a hold to return to a state facility. One of the most serious arrestees we’ve seen this month.

Burglar, Habitual Driver & Multi-Warrant Menace

Erick Mendoza Weems, Jr.
Weems is facing an avalanche of charges including:

• Aggravated Burglary (sexually motivated, domestic)
• Theft, Habitual Driving Violations, Interference with LEO
• Multiple Bench Warrants totaling over $12,000
  He’s being held without bond for most charges. A heavy legal storm is coming his way.

The Traveling Narcotics Show

Thomas William Wallace Mundy
Facing charges in multiple counties, this defendant has:

• Multiple drug possession charges (opiates/stimulants)
• Paraphernalia, theft, vehicle code violations
• A bond set at nearly $1 million in one case alone
  It’s unclear what kind of case justifies a $999,999,999 bond, but this might be it.

You Again? — Serial Auto Thief Edition

Olin Dean Ashton II
Charged with:

• At least five separate motor vehicle thefts
• Repeated criminal damage to property
• Three counts of driving while suspended
  This suspect may have stolen more cars this month than most people drive in a lifetime.

LEO Assaults Still Trending

Corey Jamaal Wilson and Zhiya Vaniec-Aaliyah Rainey were both charged with:

• Battery on Law Enforcement Officers
• Obstruction or interference with official duties
  Both were booked with relatively low bonds, but cases like these always draw close scrutiny.

The “Seriously?” Arrests

• Darell Donquaell Smith – Booked for walking in the road despite a sidewalk. Yes, that’s a real charge. Bond: $500.
• Allio Staton Montoya – Charged with public nudity. Bond: $500. The details remain, mercifully, undisclosed.

• Rashonda Louise Mendez: Charged with vehicle burglary and theft.

Brianique Jeremeicia Collins, 28, racked up a list of charges that read like a street racing video game: fleeing or attempting to elude, reckless driving, driving while suspended, open container, and interfering with law enforcement. The total bond was stacked at $35,000 across seven charges. If the allegations hold, it appears Collins didn’t just ignore a traffic stop — she went for the high score.

Domestic Battery and Child Endangerment

Ashlee Morgan Taylor, 21, was booked with no bond on two serious charges: domestic battery and endangering a child. No further details were listed, but with no release and no bond, this case likely involves an active investigation.

Chokehold Allegation and Stimulant Possession

Jaishawn Markel Mitchell, 26, faces multiple felony charges including aggravated domestic battery for allegedly choking a family or dating partner, interference with law enforcement, and possession of stimulants. He’s also being held on warrants from other Kansas counties, totaling $6,250 in bonds.

Haley Rose McMullin

Charges: Trespassing, theft under $1,500, and — wait for it — more drugs.
