TOPEKA, Kan. — A 36-year-old Kansas registered sex offender with a prior felony conviction involving a minor was booked into custody Tuesday evening, October 20, on allegations that include violations of the Kansas Offender Registration Act, drug possession and several traffic-related offenses.

According to jail booking records, Michael Dewayne Delaney, born February 26, 1990, was booked at approximately 8 p.m. under booking number 2026-00007199.

The booking report identifies two alleged violations of the Kansas Offender Registration Act, one classified as a felony and the other as a misdemeanor. Both are associated with warrant number 26CR1712 and each lists a $100,000 bond amount.

The report does not specify what registration requirements Delaney allegedly violated or the circumstances surrounding the new allegations.

Previous Felony Conviction Involving a Minor

A review of the Kansas offender registry identifies Delaney as a registered sex offender whose underlying conviction dates to 2008.

According to the registry, Delaney committed an offense on August 13, 2008, in Salina, Kansas, and was convicted on October 24, 2008.

The offense is identified under K.S.A. 21-3503(a)(1), the former Kansas statute addressing indecent liberties with a child.

The registry describes the offense as lewd fondling or touching involving a child older than 14 but younger than 16. The victim’s age is listed as 14, and the victim is identified as female.

The conviction was classified as a felony.

Kansas law requires individuals convicted of qualifying offenses to comply with registration obligations, which can include reporting identifying information, addresses and other required details to law enforcement.

Delaney’s publicly available registry profile currently lists his reporting compliance status as “Compliant.” That designation appears alongside the new jail booking allegations. The records provided do not establish when the registry status was last updated or whether the alleged violations involve a reporting deadline, address information or another registration requirement.

Additional Drug and Traffic Allegations

In addition to the registration-related allegations, Delaney’s October 20 booking lists five additional offenses associated with case number 26CR1621.

Those allegations include possession of an opiate, opium, narcotic or certain stimulant; possession of drug paraphernalia intended for use in the human body; driving while suspended, first conviction; failure to maintain required vehicle liability insurance; and unlawful vehicle registration violations.

Each of those entries lists a $5,000 bond amount and a court date of November 19, 2026, at 4 p.m.

The booking record does not identify the substance allegedly involved in the drug possession offense or provide details about the traffic stop or investigation leading to the charges.

Hold for Return to State Facility

The jail record also contains an entry labeled “LARNED — Hold To Return To State Facility,” with no bond listed.

The entry suggests that Delaney is subject to a hold involving a state facility in Larned, Kansas. However, the booking information does not explain the legal basis for the hold, the facility involved or whether it relates to an existing sentence, supervision status or another proceeding.

The record also does not establish whether Delaney can obtain release by posting bond on the other listed matters.

Court Proceedings Pending

The two offender-registration allegations are listed under case number 26CR1712, while the drug and traffic allegations appear under case number 26CR1621.

No court date is displayed in the supplied booking report for the registration-related allegations.

The circumstances surrounding Delaney’s arrest, including the location and the investigating agency’s account of events, have not yet been established from the available records.

All newly listed offenses are allegations. Delaney is presumed innocent of the new charges unless and until proven guilty in court. His 2008 conviction is a separate, previously adjudicated matter.

This Is Topeka will continue following the case as additional court records and law enforcement information become available.
