Action Items – Big Topics to Watch
1. Lauren’s Bay CID Proposal
- Public Hearing and ordinance vote to create a Community Improvement District (CID).
- The project has drawn criticism as the developer allegedly owes $8 million in back taxes.
- This is the time to speak if you have concerns about providing public incentives for this project.
2. Homeland Security Plan
- Adoption of the Kansas Homeland Security Region J Hazard Mitigation Plan—necessary for FEMA grant eligibility.
3. Ward-Martin Creek Project
- $552,177 budget for creek restoration near 11th & Collins.
- Recommended by the Public Infrastructure Committee.
4. 2025 Consolidated Action Plan and Budget
- Vote to submit Topeka’s annual housing and neighborhood improvement plan to HUD.
- Could secure over $2.5 million in federal funds.
5. Ambulance Services Ordinance Update
- First major update in 30 years.
- Seeks to modernize outdated ambulance franchise regulations.
Non-Action Items
- Discussion begins on the 2026-2035 Capital Improvement Plan (CIP) and 2026-2028 Capital Budget (CIB).
