TOPEKA, Kan. – City Councilmember Spencer Duncan has officially announced his candidacy for Mayor of Topeka, seeking to bring a fresh approach to City Hall. With Mayor Mike Padilla opting not to run for re-election, Duncan aims to fill the open seat and offer leadership that prioritizes community needs.

“There is so much Topeka has to offer, and areas where we are finding success,” Duncan said in his announcement. “However, Topekans have been clear that they want leadership in City Hall that listens, focuses on their priorities, and will bring new perspectives and ideas on how to accomplish their goals.”

Duncan, who represents District 8, is known for being the only elected official in Shawnee County who holds regular open office hours. He has pledged to continue engaging with residents, listening to their concerns, and implementing action-based initiatives to tackle key issues such as public safety, infrastructure improvements, and lowering property taxes.

While Topeka operates under a city manager form of government, Duncan believes the mayor’s role remains crucial as a unifying voice for the people, setting the city’s agenda and fostering economic and community development.
