A Wild Week Continues at Shawnee County Jail

TOPEKA, KS — April 15, 2025 — It’s shaping up to be another banner week at the Shawnee County Adult Detention Center, where the theme appears to be: “If it’s got a chemical name or glows under a blacklight, someone got caught with it.”

From parole violations to possession of “everything but common sense,” this week’s bookings feature a recurring cast of dazed expressions, unmatched flip-flops, and charges straight out of a “Breaking Bad” episode filmed in a Dollar General parking lot.

Here are some highlight reels from what we’re unofficially dubbing Tweeker Week:


Kendra Jaye Smith

DOB: 06/27/2001
Charges: Possession of opiates and paraphernalia and obstruction.
Status: No bond.
Mood: “You caught me again?”
Smith apparently tried the trifecta: drugs, resistance, and tools of the trade. She’s either a determined hobbyist or just really hates staying home.


Donald Wayne St. Clair

DOB: 04/29/1975
Charges: Possession of opiates, marijuana, paraphernalia, and — the cherry on top — riding a bike at night without a lamp.
Bond: $1,000 per count, which feels oddly reasonable for a guy channeling Mad Max on a Huffy.
Shawnee County: where lighting violations and meth go hand-in-hand.


Haley Rose McMullin

DOB: 01/29/1997
Charges: Trespassing, theft under $1,500, and — wait for it — more drugs.
Bond: $9,000
We’re not sure if it was the property line or the stash line she crossed first, but either way, she came equipped.


Rodney Scott Belisle

DOB: 09/18/1965
Charges: Felony probation violation, hold for fingerprinting
Status: No bond

Jesse David Hampton

DOB: 06/23/1984
Charges: Resisting arrest and… misuse of a highway?
Bond: $500 (OR)
Not all heroes wear capes, some just wander off ramps and yell at traffic.


James Isaac Hill, Jr.

DOB: 11/25/1977
Charges: Hold for another Kansas county
Bond: $50,000
Looks like someone forgot to leave the drama in the last zip code.


Honorable Mention: Shannon Michelle Bensouda

Charge: Criminal trespass
Bond: $750
Sometimes you just really need to go somewhere you’ve been told not to. Again.


This week’s lineup confirms what locals have long suspected: if the meth doesn’t get you, the probation will. From late-night cyclists to fully booked fugitives, Shawnee County Jail remains Topeka’s hottest pop-up for mugshots and poor decisions.
