The next Topeka City Council meeting will be held Tuesday, April 9, 2025. Here’s what’s on the agenda and why it matters to our community:

Mayoral Proclamations

  • National Child Abuse Prevention Month
  • Civil Service Commission Recognition

Appointments

  • Ronald Mullins reappointed to the Board of Electrical Appeals (District 1).
  • Brett Martin appointed to the Affordable Housing Trust Fund Review Committee (District 6).

Presentations

  • Complete Streets update – City’s ongoing commitment to safer, more accessible road design.
  • Pothole Program Report – What’s being done to address Topeka’s rough roads.

Consent Agenda (Likely Passed Without Discussion)

  • $282,786+ contract with Bartlett & West for stormwater pump planning and Oakland Pump Station rehab.
  • Approval of April 1 meeting minutes.

Action Items – Big Topics to Watch

1. Lauren’s Bay CID Proposal

  • Public Hearing and ordinance vote to create a Community Improvement District (CID).
  • The project has drawn criticism as the developer allegedly owes $8 million in back taxes.
  • This is the time to speak if you have concerns about providing public incentives for this project.

2. Homeland Security Plan

  • Adoption of the Kansas Homeland Security Region J Hazard Mitigation Plan—necessary for FEMA grant eligibility.

3. Ward-Martin Creek Project

  • $552,177 budget for creek restoration near 11th & Collins.
  • Recommended by the Public Infrastructure Committee.

4. 2025 Consolidated Action Plan and Budget

  • Vote to submit Topeka’s annual housing and neighborhood improvement plan to HUD.
  • Could secure over $2.5 million in federal funds.

5. Ambulance Services Ordinance Update

  • First major update in 30 years.
  • Seeks to modernize outdated ambulance franchise regulations.

Non-Action Items

  • Discussion begins on the 2026-2035 Capital Improvement Plan (CIP) and 2026-2028 Capital Budget (CIB).
  • These discussions will continue through April and May.
