Appointment of Artie Gonzales for a term ending April 1, 2029. (Council District No. 1)

Appointment of Mary Monzyk for a term ending February 7, 2027. (Council District No. 5)

C. Affordable Housing Trust Fund Review Committee – Vanessa Evans
Appointment for a term ending April 2, 2027. (Council District No. 6)

D. Affordable Housing Trust Fund Review Committee – Walker Bassett
Appointment for a term ending April 2, 2027. (Council District No. 4)

E. Affordable Housing Trust Fund Review Committee – Trey George
Appointment for a term ending April 2, 2027. (Outside City Limits)

3. PRESENTATIONS

  • Human Relations Commission (HRC) Annual Report
    The HRC consists of Mayor-appointed, council-confirmed members. Their mission is to promote justice, cultural understanding, and improve relationships in Topeka. Two vacancies currently exist.
  • Topeka Metropolitan Transit Authority (TMTA) Annual Report
    Note: The city doesn’t directly fund public transit but sets the mill rate that funds TMTA.

A. Noise Exception – Sigma Phi Epsilon Country Music Concert
Granting an exception for amplified music April 4, 2025, from 7:00–9:00 p.m. at 2001 SW MacVicar Ave. (Council District No. 6)

B. Professional Services Contract – Watkins Calcara
Legal services for a civil lawsuit matter.

C. Approval of Minutes
Regular meeting of March 18, 2025.

5. ACTION ITEMS

A. Public Hearing, Development Agreement & Ordinance – Union at Tower District RHID

Establishment of a Reinvestment Housing Incentive District (RHID) and development plan approval.
Requires six (6) votes.

B. Public Hearing – 2025 Consolidated Action Plan

Citizen input on the FY2025 Action Plan for HUD funding ($2.5M+ for housing/neighborhood improvements).

Plan Objectives:

  • Enhance neighborhoods
  • Increase homeownership & rental housing
  • Link housing & services
  • Support economic development
  • Leverage federal resources

HUD Program Funding:

Project No. 701070.00 for street improvement & shared-use path.
Budget: $4,000,000
Requires six (6) votes.

E. Resolution – SW Fairlawn Road (23rd to 28th Streets)

Approval of multiple projects for street, utility, and bridge improvements.
Budget: $8,139,961
Requires six (6) votes.

F. Agreement – Prevention and Resiliency Services Inc. (PARS) – Safe Streets

Contract approval reflecting a 25% reduction to $45,750.
Requires six (6) votes.

6. NON-ACTION ITEMS

A. Discussion – Kansas Homeland Security Hazard Mitigation Plan
Adoption of a multi-jurisdictional hazard plan.
Includes collaboration with counties across Region J.
