TOPEKA, KS – March 10, 2025 – The latest booking report from the Shawnee County Adult Detention Center reveals a range of arrests, including a first-degree murder charge, significant financial crimes, multiple drug offenses, and parole violations.

Murder Charge Leads Booking Report

Among the most serious arrests is Robert Reyes (45), booked late Sunday night for first-degree murder (intentional and premeditated). Reyes is being held without bond. Details regarding the alleged crime have not yet been released.

Financial Crimes and Identity Theft

Tammi Sue Moore (58) was taken into custody early Sunday morning on multiple fraud-related charges, including theft by deception ($25,000 – $100,000), forgery, and identity theft. Her bond was set at $15,000 per charge, totaling $45,000. Law enforcement has not yet disclosed further information about the alleged scheme.

Drug Possession and Paraphernalia Charges

Two individuals were booked on felony possession of opiates and related charges:

  • Adam Harold Cunningham (33) faces possession of narcotics, driving with a suspended license, and intent to use drug paraphernalia. He is being held without bond.
  • Michael Joseph Delany (38) was booked for similar charges, along with criminal damage to property ($1,000 – $25,000). His bond totals over $12,500.

Parole Violations and No-Bond Holds

Two men were arrested on parole violations and are being held for the Kansas Department of Corrections with no bond:

  • Tiam Josthon Douglas (31)
  • Joel Medlock II (36)

DUI and Traffic Violations

Several arrests were related to driving under the influence and other traffic offenses:

  • Grayson Mark Haag (24) was booked for DUI and failure to report property damage, with a $2,000 cash bond.
  • Gus Michael Rios (23) was arrested for DUI, speeding, and ignition interlock violations, facing $3,000 in total bonds.

Additionally, Kason Latrell Williams (20) was booked on a lesser charge of violating tobacco sales laws related to cigarettes and e-cigarettes, with a $150 bond.

Public Safety Concerns

This week’s booking report highlights ongoing public safety issues in Topeka, from violent crimes to repeat offenses related to drugs and fraud. While many cases are still developing, the murder charge and significant fraud allegations stand out as some of the most pressing concerns.
