With so many changes at both the State and National level, it is easy to overlook what is happening
within the City of Topeka government. However, local decisions impact citizens directly in their daily
lives and often occur without public awareness. We will begin providing weekly updates on upcoming
agenda items and a summary from the week before so you can be informed of policies and
ordinances that are being discussed and ultimately implemented with your tax-payer dollars.
Moreover, you can and should provide your input to the elected officials regarding issues that matter
most to you..
Topeka is divided into nine council districts, each represented by a council member elected for a
four-year term. This is a part-time position with an annual salary of $20,000. Additionally, the city
elects a mayor, who serves as the principal elected official guiding council meetings and other
matters of public interest. The mayor also serves a four-year term, earning a salary of $40,000.
Elections are staggered to ensure continuity within the council.
The council hires a City Manager, who is the administrative head of the city, overseeing the budget,
implementing policies established by the governing body, and adhering to statutory requirements. The
city manager does not vote in public meetings.
Council meetings are scheduled for the first three Tuesdays of each month in the Council Chambers
beginning at 6pm. The length of the meetings can vary based upon the number of agenda items and
the amount of discussion among council members. Public comments conclude the meeting and
citizens can sign up to speak before the governing body for 4 minutes on what they wish to address.
Occasionally. the council will enter a private meeting-an Executive Session-where sensitive matters,
such as HR issues, are discussed.
